The IP port security guidelines cannot recommend specific products for establishing a secure system configuration. These decisions must be made for each project based on requirements and the existing network infrastructure. Required external equipment may consist of separate devices or integrated units that combine firewall, router, and secure VPN functionality.
To support the configuration of an IP firewall, the table below summarizes the IP ports used in the 650 series. Ports are listed in ascending numerical order. The “Default state” column indicates whether a port is open or closed upon delivery. Ports that are closed by default can be opened through the device configuration.

The 650 series supports two Ethernet-based communication protocols: IEC 61850 and DNP3/TCP. These protocols are enabled through configuration, meaning the corresponding IP port is closed unless the protocol is explicitly configured. Once a protocol is activated, its IP port remains open.

Restrictions and Dependencies
The IP port for FTP file transfer (Port 21) is fixed and cannot be changed.
The IP port used for DHCP communication between the IED and a computer (Port 67) is fixed and cannot be changed.
The IP port used for IEC 61850 MMS communication (Port 102) is fixed and cannot be changed.
The ports used for DNP3 are configurable.
DNP3 may operate via UDP (default port 20000) or TCP (default port 20000).
The configuration determines which transport protocol is used.
Only one type can be active at a time in any given configuration.
PCM600 uses two ports:
Port 2100 for a proprietary ODBC protocol (configuration and parameter handling)
Port 7001 for a proprietary SPA protocol (event monitoring and clear commands)
Both ports are fixed and cannot be changed.
These fixed-port security constraints are acceptable for controlled, limited-access local networks. However, for wide area networks—especially those connected to the Internet—the Ethernet communication interfaces of the 650 series must be protected against unauthorized access. This security must be ensured by external devices that establish a secure virtual private network (VPN).
